Windows 10: CANT change program priority EVEN GIVING ALL ADMIN PERMISSIONS.!

HiIm having a problem and I cant find a solution for this. When I open a game call of duty I try to change the priority while gaming BUT it just says "The operation cannot be completed - Access denied". I am running the program as an Admin, I already give ALL the permissions for all users full control, modify, read & execute, read, write. But its the ONLY program that I cannot change the priority and just cant find a solution for this. I checked the bx of run as admin always, I already did everything I know but just doesnt work. Program taking "window priority" and CANT find any answers!!

So basically my problem is the next one and I havent found a fix for this. Im trying to open a program WITHOUT admin permissions because EVERY TIME I use this software, a different program cannot go Fullscreen Exclusive because it says "Fullscreen is not supported because your operating system gives priority to another window". The MAIN program I use is for streaming and when I open it everything is good BUT as soon I start using it, the other program "fullscreen exclusive" disappears and says the thing about window priority. I CANT open the stream software without admin permission (I unchecked everything on properties, etc) and every time I try opening it, it just asks for admin permission. The other thing is that every time I low the priority, nothing happens its always saying "your operating system gives priority to another window.

Is there anyway to take out the window priority of this program? Ive tried raising the priority of the other program but its just impossible cause it says "access denied" even giving all the admin permissions and Im just going crazy with this problem.

Cant find any answers for this problem, hope to hear anything that could help!

The command in step 2 of Option Two should show your wireless networks listed in priority order. Top of the list is higher.
