Windows 10: Can't change Windows Hello PIN

I'm using Windows Hello Face as a primary sign-in option and have PIN as a back-up option. PIN was set long ago with my personal account before several Windows 10 updates and I'm still using it when Hello Face failed to recognize my face every once in a while.



I just found out today when I wanted to change my PIN that the option is disabled (grayed out). But I can still use my existing PIN to sign-in. When I clicked the fix button it asked me to login with a Windows Account. I tried using my personal outlook account that I created when first installed this machine but it won't allow me to use personal account and use school account instead, why? I mean why should my personal laptop set up with personal account now require me to use school account to set/change a PIN?



Essentially, how can I use my personal account to change the PIN?
