Windows 10: Can't click on the right side of my screen.

To put it blatantly, first, somehow, when I try to click on the section for the wifi/Bluetooth/etc... it doesn't show up, the spot where I clicked doesn't "fade", and then, the right edge of my screen, maybe a good 3-4 inches of untouchable anything on the right side. All I wanted to do was fix my wifi or turn my Bluetooth on my computer on/off and it's a reoccurring issue. The picture provided only shows the issue at it's current stages.I've tried resetting the PC, which in a case, temporarily fixes the issue, but only to then reinstate the issue later on. I'm confused, and ultimately wonderi
