Windows 10: can't connect to microsoft to make purchases

I have tried to use my Microsoft account to make purchases and I get a notice that they can't connect to server. How do I fix this problem?

Edge Search Does Not Permit Change of Region

Thank you for posting the query on Microsoft Community. I am glad to assist you on this.
We have reproduce the issue here and we are able to access non-regional search for google using Microsoft Edge.
I would suggest you to try the below steps and check if it helps.
Step 1:
Clear browsing data option of Microsoft Edge and check if you face the issue. To do so perform the steps below.

1. Click on the More actions icon next to the feedback icon present on top right corner of the Project Spartan homepage.
2. Select Settings and click on Choose what to clear.
3. Check the boxes Browsing history, Cookies and saved website data and Cached data and files and click on Clear.

Step 2:
I suggest you to create a new user account and check if the issue occurs.

1. Go to Settings.
2. Choose Accounts and then select Family and other users.
3. Select add someone else on this PC.
4. Enter a user name and hit next.
5. Click on Finish.
6. Sign out from the current Account and Log into the new account.

Step 3:
It could also happen because of network issue. I suggest you to try with different network connection and check if it helps.

I suggest you to logout and login into computer and then try to purchase the puzzle collection and check if the issue persists or not.

I suggest you to install all the latest pending Windows updates as below and check if it helps.

• Go to “settings” and click on “update and security”.
• Under tab “Windows update”, click on the icon “check for updates”.
• Then once you find the pending updates install it and check.

• Have you installed all the pending updates on your system?

As an initial step I would suggest you to suggest you to Check if
Date, time and region are set correctly, also try to logout from your Microsoft account and login again and check if it works. Also install all the pending updates on your system.

As work around you can try purchasing the app or download the app by logging in using different Microsoft account this helps to understand if there is any issue with the Account.

Further I would suggest you to try the below Methods and check if it helps.

Method 1: Disable third party antivirus software on the system.

Disable Antivirus and security-related products, if you have any Antivirus installed for (Free) uninstall it, if not then disable the Antivirus, try again to update and check if issue is resolved.

Disclaimer: Antivirus software helps protecting your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you
have to temporarily disable it to install other software and\or troubleshoot any pertinent issue, you should re-enable it as soon as you're done. If you are connected to the Internet or a network while your antivirus software is disabled, your computer is

Method 2:

If you are using any Proxy connection, then try disabling the proxy connection and check.

Follow the steps to disable proxy:

• Click the Settings icon at the top right corner in internet explorer.
  
• Click the Tools button, and then click
  Internet Options.
• Click the Connections tab, and then click
  LAN settings.
• Uncheck the box next to "proxy server for your LAN".
  
• Click on OK to save the setting and close window.
  

If the issue still persist you can run App troubleshooter.

Method 3: I suggest you to run Windows Store apps troubleshooter from the below Microsoft Help Article and check if it helps.
