Windows 10: Can't connect to service Error 10061 [No connection could be made because target machine...

winn 10 ver 20H2

Been running tftpd64 (tftp server, syslog server etc) for years on Windows 10.

Worked fantastic last week. After updating Win10 with security patches (why do I bother) now I get this error when trying to run a program that has been running for years with no issues.

1. NO, is is not a firewall issue. firewall is disabled.
2. YES, I had added it to firewall and apps just to cover my bases.
3. NO, there is not another service using the TFTP port. I have scanned open ports on the PC, TFTP is not being used by another app/service
4. YES, I did try search engines, but nothing really showed up that solved the problem

I see that this error isn't just related to TFTP, there are other programs that encounter this problem couple years a go, but again, no solution as to what fixed. Most were firewall blocking issues. That is not the case here.

using python in visual studio code I am getting a error like "win error 10061" [No connection could be made because the target machine refused it ] how can I solve this problem ?

Unable to Connect to Logical Disk Manager Service Error in Computer Management

EDIT: I also edited dcomcnfg properties to allow EXPLICIT access for the services involved with MY USERNAME, though it is part of a legit Admin group, I added it explicity... don't know if this had ANYTHING to do w/ it, but am adding it for reference here!

I got it, & the disk is formatting as I speak... listed as 100% @ this point now.

(Yes, it is rather "funny", but it helps me record steps & "think out" what the problem MIGHT be)...

* It was REALLY 'ticking me off', because I got SUCH a good deal (imo @ least) for this 250gb drive ($65 U.S. Dollars) I was rather upset I could not even format it because of this service NOT running as it should have... now, I know the way of it to get it working & so does everyone else (or, @ least this much of how to get it running again).
