Windows 10: "Can't connect to the network"

I just purchased a brand new HP 15-dy1074nr laptop. I cannot get it to connect to my WiFi. All other WiFi-capable devices I own are connected without issue. When I attempt to connect to my network, it says "checking network requirements" for a long time, and then just says "Can't connect to the network." Sometimes, the network doesn't even show up, thought other devices are still connected without fail. It also does not pick up other connections, such as neighbors' WiFi, that other devices do.

Attempted Solutions:

• Running network troubleshooter result: "No preferred wireless networks selected"; doesn't give any insight into why I can't connect.
• Uninstalled and reinstalled network adapter.
• Update driver for network adapter says best driver installed. Unable to roll back driver.
• Settings -> Network and Internet -> Set up a network doesn't detect my router when doing automatic or accept the network password when doing it manually.
• Running all network commands to no effect - all say that they did something, but nothing changed. The IP Config commands did not function at all, saying "No operation can be performed on [Wi-Fi/Local Area Connection 9*/Local Area Connection 10*/Bluetooth network connection] while it has its media disconnected."
• Entering BIOS to make sure that network connections are enabled there, but I am unable to locate the settings supposedly in Security, but nothing network-related is there.

Losing network connection

Hello Dear, if you have a laptop or a PC with a wireless network adapter, you can see a list of available wireless networks and then connect to one of those networks. The wireless networks will only appear if your PC has a wireless network adapter installed, the adapter is turned on, and the wireless access point is in range.

1. Click Start, click Control Panel, click Network and Internet Connections, and then click Network Connections.

2. In the left pane, under Network Tasks, click View available wireless networks.
In case, If you don't see the network you want to connect to, click Refresh network list. If you see the network but the signal is weak, move the PC closer to the wireless router.

3. Click the network you want to connect to, and then click Connect.

4. If you're connecting to a secure network, type the security key, and then click OK.
