Windows 10: Can't connect to the public website

HI,I can't connect to website vigilantvn.com for some reason. I can connect to everything else fine & the website is not down I checked that. I'm getting an error code 20 & it also says The proxy failed to connect to the web server due to TCP connection timeout. What does this mean & how can I be able to access the site. Thanks for any help that you can give.

Public Wifi connected, no internet access

Step 1: I suggest you to check if the Airplane mode is turned on. If so turn it off and check.

Network Adapter is enabled in Device Manager.

  Click on Start; in the start search type
  Troubleshooter and hit Enter.

  In the left pane, click on View all.
  
• 
  Click on Network Adapter Troubleshooter.

  Select Advance and click on
  Run as Administrator.

  Click Next and follow the on-screen instructions to complete the troubleshooting process.
