Windows 10: can't copy and paste photos

When try to upload my photo prompt says: can't open this location using this program. Please try a different location.

How to copy and paste photos from one folder to another.

  Open the photo folder location, right click on the photo and select Copy from the drop down.
  
• Now go to the folder location where you wanted to paste the photo, right click on the on the blank space and Select paste from the drop down.
