Windows 10: Can't create a Microsoft account due loop issue in Human test

HelloI am setting up a new computer for an employee and I need to set up a MS account for them. I have been unable to do so because I am unable to verify that I am human. The Robot test and the audio test cannot be passed. I have now tried this on several devices and am now locked out of the email address for the account I am creating. I have seen that this seems to be an intermittent issue over the last year or so, but there is no definitive solution. Is this likely to be a short-term problem? It is difficult to overestimate the level of frustration I am feeling over this issue. ThanksM

The error code that your are getting when adding an account is usually caused by the following:

• Your phone has an incorrect date and time set.
• You do not have a data connection.
• Your phone is in a "bad state."

can't create microsoft account; won't get past the stupid-human test

There isn't even a category or product that can be selected for something this basic, I just had to put something down in order to hopefully actually post this.

I need to create a new microsoft account for a specific purpose. I have created an email address in a domain I own for this purpose. When I go to create a microsoft account with this email address, it keeps showing me the seven-step click-the-box-with-the-identical-shapes test. It doesn't matter how many times I successfully do all seven steps, or how fast. It shows the big green check indicating success....then gives me another test. ad infinitum. I've done it probably 100 times in a row, no mistakes. I've tried it in a new browser session; a session in a non-Edge browser; on a different computer via a different ISP; in private browser sessions; always the same result.

I know this may sound crazy and stupid, but I'm doing this because I have to get some mission critical actual work done. Of course I love nothing more than to spend as many hours as possible on base level vendor requirements and this is really my only interest in life, but this time I actually need to go beyond that and actually accomplish something with the technology.

I've put in support requests where this is even possible. I've tried to pay money to purchase a support plan - as of now it's been spinning on "we are purchasing your support plan" for well over an hour.

Zooming issues in Microsoft EDGE

One of the possible reasons why you are experiencing issues with Microsoft Edge is due to a User Profile component corruption. For us to address this concern, we suggest creating
a Test User Profile. Using the Test User Profile, check if you will have the same issue with zooming in Microsoft Edge.
This is for us to test if the issue is isolated with one User Profile or with multiple accounts.

To create a Test User Profile, follow these steps:

• Using Search, type Settings then hit the
  Enter key.
• In Settings window, select Accounts.
• Select Family & other people.
• Select Add someone else to this PC.
• Name the User Profile as TEST.
• Assign a password for TEST user, then select Next.
  
• Sign in TEST user.
