Windows 10: Can't create a new folder Win10

I think this is the third time I have asked this question, and each time it has been more difficult to resolve.

OK. The normal method I create a folder is to click on the New Folder Icon in the Desktop. This has not worked for well over 1 year. I would like to get back to that method of creating a folder.

Then, I got the New Folder Icon into the Customized Quick Access Toolbar. That worked for a while, but has now stopped working.

So I'm now stuck with the same problem. I cannot create a folder. This is more than really stupid. I would not consider myself a Windows expert. Far from it. I use it as a tool only. To a non-expert like me, it would seem to me my permissions are all f*-up. So my first question would be is there an easy way to reset all my permissions to what they were as a new standard user and admin would have?

After that. I'm kinda out of ideas already. Unless there is an infection doing this. My AV program is BitDefender.

I'd appreciate any and all help. TenForums has always had a wonderful team of helpers. And I need help. Although I claim to be a non-expert. I generally have no problem getting into the weeds.

It's working for me. But my new folder option is not working anywhere not in desktop as well as not in file explorer. Whenever I am placing my cursor on new folder option, its first spinning for few seconds then goes to close the file
explorer and refresh the desktop once.
