Windows 10: Can't create new folder anymore and other issues

As of a few days ago I can no longer create new folders in Windows 10. I've tried the fixes I can find and none worked. I tried running sfc scan and it stops at about 26%. Also tried running the disk tool before and that fails at around 51%. I've tried doing a startup repair or running command from advanced startup but when it asks for my Windows password it claims the password is wrong. I reset the password to be sure and it still claims it's wrong. My PC is wonky, the day new folders quit working I had restarted it and it booted as if it just finished setting up Windows.

It's working for me. But my new folder option is not working anywhere not in desktop as well as not in file explorer. Whenever I am placing my cursor on new folder option, its first spinning for few seconds then goes to close the file
explorer and refresh the desktop once.
