Windows 10: Can't delete a 700 MB file; tried everything

I have tried every technique I have found, including using Eraser, and nothing has worked. In the latest attempt I changed to the directory containing the file in Command Prompt, running as an administrator, and entered: TYPE nul > "DSC00138_13.arw.xmp BW-LAB.tif". Nothing happens; the cursor drops down to the next line and just blinks. The idea is to turn the file into a zero-byte file so it can be deleted. That has worked in the past. Restarting Command Prompt and trying to delete the file produces the same result: a blinking cursor.I've already tried Safe Mode and sfc /scannow.

Thanks for the suggestions, Hazey. It has helped a bit, but not a huge amount. I've got it down to 70 MB in use, 17 MB free. The only one of your suggestions that I haven't followed was the one about switching the messaging folders from C: to E:. When
I tried switching, I just lost everything in my message folders on C:. Is there any way of copying these messages over?

I still have the 36 MB 'other files' listed when I check the memory details, which is really bugging me.

 

Delete and Cut Files with Preview Pane Open

  Select View and click on preview panel.

  Select the pdf file.
  
• 
  At the right corner you will be able to see preview panel.
  
• 
  You can right click on it and delete the files.
