Windows 10: Can't delete a folder

About 2 weeks ago I deleted the contents of a fold on my PC then deleted the folder. My next reboot the folder came back ( the empty folder with the name I named it when created ) I've deleted it about 10 times and after each reboot it comes back. very strange, anyone know how to get rid of this folder that doesn't want to be deleted?

Thanks for the suggestion but it says "delete folder failed for E:\....." for each folder I try.

Suggestion:

1. Run chkdsk x: /r to make sure that there's no HD corruption.
   x: is the drive containing the folder you want to delete.
2. Try to delete the folder again. If still does not work, go to step 3.
3. Download: Download - Linux Mint and create a bootable USB using: Rufus - Create bootable USB
4. Boot up with Linux Mint and try to delete the folder again.
   NOTE: Unlike WinPE. Linux does not have any Windows permission imposed to it so it is easier to delete.

One of the possible reasons why you're getting this concern is due to appropriate permission on your file or folder. We suggest to use the Command Prompt in deleting your files. To do that, please follow the steps below:

• Type cmd on your search bar and press Enter to open
  Command Prompt.
• In the Command Prompt, enter del and location of the folder or file you want to delete and press
  Enter.

For example: del c:\users\JohnDoe\Desktop\text.txt
