Windows 10: Can't delete adobe flash player

I have been getting problems with storage (note: i haven't been downloading stuff and somehow i am pretty much out of storage space because it's filling itself up, and god knows how) and i want to delete adobe flash player to free up space but it can't uninstall because "Chrome is open" I don't even use chrome, and i tried uninstalling chrome and when I did I tried to uninstall flashdobe and yet i still couldn't because "chrome is open" I was like, HOW? IT'S NOT EVEN ON MY COMPUTER is it not possible to uninstall extensions? cuz if so then that means i'm stuck with it forever

I can't find Adobe Flash Player

To check if Adobe software package is installed on the PC, follow these steps:
