Windows 10: Can't delete an encrypted PDF file. What should I do?

I'm trying to delete a PDF file on OneDrive that is encrypted. No matter what or how many times I try, it still won't be deleted - perhaps because it is school-related. According to its properties, it was first created/downloaded on 6/15/2023, and it was on Windows 11. Of course, I can do things like rename it or change location, but I can't move it to a USB. Whenever I want to delete it, this error window comes up, but that's as far as I go. If anyone knows the solution to this issue, I'd really appreciate it.

• Have you tried to delete the pdf file in preview panel?
• What exactly happens when try to delete the pdf file?

I suggest you to follow the steps below and check if it helps.

• 
  Open File Explorer.
  
• 
  Select View and click on preview panel.
  
• 
  Select the pdf file.
  
• 
  At the right corner you will be able to see preview panel.
  
• 
  You can right click on it and delete the files.

For you to download and access the PDF files, please follow the steps below:

• Please download and install the UC browser and Xodo PDF Reader & Editor from Windows Store.
• Once installed, please download the PDF file from a web page using the
  UC browser by tapping the PDF file you wish to download > Click
  Regular Download.
• Once the PDF file is downloaded, please go to App list >
  Xodo application > Menu icon > Recent Documents > tap the
  PDF file you've downloaded from UC browser.

Please note that if you have an existing PDF Reader application installed on your phone, we suggest that you uninstall it first.
