Windows 10: Can't delete files or it will make my pc ran into problem and need to restart

I've a folder on my desktop and I can't delete it. I f i move to folder into another folder or delete it my pc shows like this:

I also tried to scan with Microsoft Defender but the result shows that the file is safe.

I also tried to scan the file with third-party software but still shows that the file is okay.

This file also make my wireless adapter ran into problem.I also tried to delete with PowerShell and cmd but it gives the result.

Please help me with this.

PC ran into problem and needs to restart

I am continuously getting "PC ran into a problem and needs to restart" issue. I have tried disk checking using "chkdsk" command but got no problem with the disk. what might be the possible reason. please suggest something as I do not want to reset my
system.

I suggest you to try startup repair using Windows 10.

• On a working PC, go to the
  Microsoft software download website and create Windows 10 installation media.
• Insert the installation media you created, and then restart your PC.
• On the Install Windows screen, select Repair your computer. (If you’re not seeing this screen, your PC might not be set up to boot from a drive. Check your PC manufacturer's website for info on how to boot from media, and then try again.)
  
• On the Choose an option screen, select Troubleshoot. Select
  Advanced Options >Startup Repair.

I suggest you to run check disk provided by Isha Soni to fix the issue, by downloading Windows 10 to a USB.
