Windows 10: Can't disable underline access keys

The problem is that when i plug in my gamepad there are underline access keys in the context menus that i can't disable even if access keys option is disabled in the control panel and registry. This issue appears in recent builds of Windows and in Windows 11, but in older builds like 1909 my gamepad doesn't break context menus, so its looks like something was reworked in last versions. How i can fix this without unplugging my device?

Can someone suggest, how to add an Underline Access Key Shortcut to a cascading menu item in Desktop Context Menu, whether existing by default, or new item manually added by a user?

I suggest you to follow below steps to enable shortcut underlines and check if it resolves the issue.

1. Open Control Panel by right click on
Start Button.

2. Select Ease of Access Center and scroll down the list and click “Make the Keyboard Easier to Use”

3. Check the option Underline Keyboard Shortcuts
and Access Keys under Make it easier to use keyboard shortcuts.

Now you’ll see the shortcut keys are underlined.

Can not disable the shortcut for Underline Access Key - Alt key always toggles Underline Access

Hello,

I am having a problem in Windows 10 where if I press the Alt Key on any keyboard, it toggles Underline Access if available. My setting to enable this are turned off in Settings, Control Panel and the Registry. The problem is happening across two different
computers and my software is up to date.

My main issue is that when I use keyboard shortcuts in Adobe Photoshop, the windows Underline Access Shortcut interferes and I cant find any further information on this except for a possible bug from 2015.

Any ideas on how to fix this issue?
