Windows 10: Can't download anything because my YES button is gone

Hey! So my YES button just disappeared when I tried downloading a software and I was quiet confuse, i googled it up and it said I didn't have administrator, weird because I could download discord before perfectly. So I did what a video had asked me, for some reason my Local User file in the Computer Management software is gone, and when I tried signing into my other acc which I assume is my administrator account it'll just be on the loading screen for half an hour. I had a problem before and I get more problems. This is also a new laptop :/

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

This might be caused by a software conflict. As an initial troubleshooting step, we suggest resetting the app and see if it helps. To do that, follow the steps below:

• Go to Settings.
• Select System.
• On the left-panel, click Apps & features.
• Look for the app on the list then click it.
• Click the Advanced options link.
• Click the Reset button.
• If resetting did not work or not available, click the Repair
  button instead.
• Restart your PC.

If the issue still persists, try uninstalling and reinstalling the app and see if it helps.

No restart button in task manager

another easy way to kill tasks, download and install Winaero Tweaker(free) and theres a setting to add a Kill non responding tasks using the desktop right click menu. When you place your cursor on the desktop anywhere and right click the option is at the top of the list, Very handy and you dont have to go through all those steps and well Winaero Tweaker has alot of cool Windows tweaks. Just posting a different suggestion, Im sure your ok with what was suggested here.
