Windows 10: can't download simplified chinese language keyboard

I keep trying to download the simplified chinese language pack and I keep having trouble downloading the basic typing, it says error code 0x80070490

Cannot set Chinese Simplified as Display Language

I have added Chinese Simplified to the system languages, and I am able to use it as input. When I try to change the display language in the control panel, my only options are "Use language list" and "English (US)." In settings, when I select Chinese simplified
options, it only allows me to change the keyboard. Am I missing a setting to change the display language, or is Chinese simplified not supported as a display language?

I followed the following procedure in window 10

• In the Cortana box type 'Region'.
  
• Click on 'Region and Language Settings'.
  
• Click on 'Add a Language'.
  
• From the list of languages select Chinese Simplified.
  
• Select Chinese (Simplified, China).
  
• Click on Language pack available.
  
• Click on Options button.
  

I did see Chinese (Simplified, China) Microsoft Pinyin when clicking to select language.

However, after selecting "Chinese (Simplified, China)", it actually produce Traditional Chinese when using pinyin keyboard in window 10

Can't download simplified Chinese language pack on Windows 10

Thanks so much for your response!



I went to “settings”,“time & language“,”region & language”,
“simplified Chinese”, “option”, then
“download language pack”.



It shows that “language pack available“ under the simplified Chinese option. But when I click
“download”, the processing bar disappears and it will show
“searching for language pack” if I go one step back and after a few seconds it shows the
“download” button again. It doesn’t really download when I hit
“download”. I’ve tried many times and restart the computer many times. Nothing helped.



It allows me to download the simplified Chinese keyboard and input method but not system language.



By the way, this is a brand new laptop I just bought last week. I really don’t know why. Please let me know what I should do to fix the problem.
