Windows 10: Can't download windows cumulative updates

I am getting an error when trying to download a cumulative update. My error is your device is missing important security and quality fixes. Also I got we cannot update windows because service was shutting down. The update can never install. I have given up and stop windows update these past weeks and my pc went smooth. Then when I have to update it my pc is so slow.

Anyone else having problems getting the Cumulative Update for Windows 10 for x64-based Systems (KB3156387) installed? This update has been failing for me & doing a failed to update after downloading & reboot, then rebooting & removing the update.
