Windows 10: can't drag and drop files in file explorer for windows 11

After waking my computer I have to restart it every time to move files like my course books and papers for school. I found some troubleshooting tips online that dealt with the Task Manager, CMD Prompt, and Powershell but none of them fixed the problem. This is anytime my laptop goes to sleep and I have to wake it up. It's a rare occasion when it stops working without my laptop going to sleep.Edit: I also have just realized that it won't even let me move desktop icons either.

I am using IE 11 on Windows 10 and use a couple web based applications that require uploading PDF documents. Most use drag & drop in addition to browsing for files. I prefer to use drag & drop, but it doesn't seem to be working in IE 11. It works in Chrome,
so I believe it is a IE 11 issue, rather than Windows. Is there a setting I need to change in order to allow me to drag & drop files from File Explorer to the IE web pages?

[Taskbar]

• Drag and drop is now supported on the Windows 11 taskbar. Quickly drag and drop files between app windows, by hovering over apps in the taskbar to bring their windows to the foreground. Try attaching a file to an Outlook e-mail by dragging it and hovering over the Outlook icon in the taskbar to bring the window to the foreground. Once in the foreground, drop your file into the e-mail to attach it. You can also customize your taskbar with your favorite apps from Start’s All apps list by dragging and dropping over the taskbar to pin them. You can also drag and drop to the desktop via “Show desktop” at the very right corner of the taskbar.
