Windows 10: Can't empty Recycle Bin: "Error 0x80004005: Unspecified error"

I've got a folder in my Recycle Bin that I can't permanently remove.If I select "Empty Recycle Bin", or open the Recycle bin and select the folder then hit the Del button on the keyboard, after the "are you sure popup?' and clicking "Yes" I get the following error message:---------------------1 Interrupted ActionAn unexpected error is keeping you from deleting the folder. To prevent your files from being deleted from the Recycle Bin, we suggest increasing the maximum file size your Recycle Bin can keep by following the steps below:

• Right click on the Recycle Bin icon.
• Under the Settings for selected location, select Custom size.
• Fill up the box for your allotted maximum file size for your Recycle Bin.
