Windows 10: Can't Enter Safe Mode/Can't Reset the PC/Can't stop it from randomly restarting/System...

I'm here on behalf of my young teenage son. I'm not a PC guy, and I'm doing my best to help him. His computer which is running Windows 10 keeps randomly restarting. We've tried several things to fix this, but the computer seems to override any normal courses of action that would correct the situation. Entering Safe Mode is the perfect example. Trying F8 or shift+F8 doesn't work at all. If we press shift while pressing restart on the login screen, we can get to the WinRE page and then go through troubleshooting and advanced options to try and enter Safe Mode that way. Can you or anyone suggest a way to remove the virus? Haven;t been able to enter safe mode. I did trya windows repair program called system restore, which failed at two restore points.

Download MalwareBytes and run a Full scan then run a full scan with Defender

Which steps did you perform? Was this from a clean boot?
Open administrative command prompt and type or copy and paste this command: shutdown /r /o /f /t 00
It will boot to the recovery options or windows advanced troubleshooting menu.
Click troubleshooting and click reset this computer. You will be saving files. Applications and programs will be removed. Windows will be reinstalled.
Enter your windows logon password.
You will see getting things ready with rotating dots.
Click resetting this PC.
It will then display the HP logo with resetting this PC with rotating dots and a percentage.
