Windows 10: Can't get media file to play back

I tried to play a playback.m3u media file sent to me. I received the below error message. What do I need to do to get the file to play?

I notice on my AT&T Wireless Pantech Dou Smart Phone running windows mobile version 6.04.M037.28. It will not play back *.mpg video files but plays back *.wmv files ok why are there no provisions in win mobile to play back these file types.

Cannot play audio CD from Win Media Player

We suggest you try to play the .cda files on another PC that has a Windows Media Player.

In the mean time, kindly try the troubleshooting steps below:

• Type Default Programs in the search bar.
• Click Default Programs under Best match.
• On the pop-up window, click Associate a file type or a protocol with a program.
• Under Name tab, look for .cda, and check if Windows Media Player is listed
  Current Default program.
• If not, select .cda then click Change program..., and select
  Windows Media Player.

If Windows Media Player is the default program for .cda files, follow the steps below:

• Type Troubleshooting in the search bar.
• On the pop-up window, click Hardware and Sound.
• Click Windows Media Player DVD.
• Follow the on-screen prompt to run the troubleshooter.

Please help me understand the issue better, by answering the following questions:

1. Since when are you facing this issue?
   
2. Have you made any changes on the PC?
   
3. Are you facing issues while playing a particular file?
   
4. Have you tried playing a different file?
   

However, you can refer to the suggestions by Lava K replied on 10th December 2009.

Windows Media Player cannot play the file. The Player might not support the file type or might not support the codec that was used to compress the file. .
