Windows 10: Can’t get out of safe mode - safe mode boots to command prompt line. Help?

I suspected my pc had malware on it so I changed the boot settings in msconfig to safe boot and alternate shell. When I login on safe mode, the only thing displayed is a system32 command prompt. When I exit out of the command prompt the only thing displayed is a black screen. I am at a loss for what to do and considering resetting my pc at this point. Can anyone please help?

I am repairing a laptop for a friend and I need to access windows in safe mode and the owner has forgotten the password to the main user. I tried logging on with the administrator profile in safe mode but it is not showing up so I was going to use command prompt in safe mode with command prompt but command prompt will not open when I boot that option. Does anyone have any hints for me to figure this out?

Would I just follow the same steps within safe mode after hooking up to the other system?

 

Safe mode problems

System refuses to go to safe mode unless, 1. using the directory service repair mode, 2. in windows go to msconfig use diagnostic startup and then boot back and choose normal safe mode.

Other than that, when not using two statements above, when safe mode is used it restarts the computer, Is there a software/driver conflict? Or maybe disabled a used service so windows doesn't want to go to normal safe mode? Any help is welcome, *Bang Head :banghead:
