Windows 10: Can't get past BitLocker Blue Screen of Death page OR reinstall Windows from USB

I am in a never-ending blue screen of death cycle. It continues to reboot back to the BitLocker page, but even when we enter our recovery key it produces various errors and reboots again. I'm fine reformatting and re-installing Windows fresh, and I installed the Windows Install program onto a USB. But even when I try to restart from a USB, it errors out and brings me back to the Bitlocker page. How do I get past this?
