Windows 10: Can't get past create pin in new computer setup

My spouse just bought a new windows 11 computer, his first in a long time he's been a determined mac user for years but is tired of not being able to play most games on his mac! He's trying to set it up and is stuck on the create pin stage. There's a little blue key icon on the left, but once he enters a pin and hits enter, it gets stuck on the little spinning wheel. He's tried starting over a couple of times, once with his old microsoft account, and once creating a new one. All the solutions I can find seem to assume the person has access to various things on their computer he doesn't have

New computer setup stuck on Microsoft PIN

I’m trying to setup a new Lenovo laptop for my son. He made a new Microsoft account, but we can’t get past the Microsoft PIN portion of the startup. If you try to create a PIN it says there’s a problem and you can’t, if you click the ‘skip’ button it takes you back to the login screen (same thing if you just click the ‘X’). I’ve read other threads about this but can’t even get to the steps they describe. I’ve tried restarting multiple times and using a different Microsoft account. Any help would be much appreciated.

New laptop setup - hangs at PIN creation

Thanks for the suggestion, didn't follow the exact steps but a variation there of. Couldn't document the steps and order but I kept trying and EVENTUALLY I got it past that pin dilema. Thanks all for the help!
