Windows 10: Can't get rid of Bad Image error.

My PC has never had a problem quite like this one. All of a sudden today I started getting bad image errors when trying to launch apps. I can't use anything other than Google Chrome at the moment. I've done some research about this problem, and it seems that most people with this problem only have one app affected by it, but for me it seems to be nearly all of them. I can't scan with most antivirus software, because it won't launch/download.

Things I have tried:
- Updating Windows
- Scanning and fixing C drive
- sfc /scannow in admin prompt (returns error "Windows Resource Protection could not start the repair service.")
- DISM /Online /Cleanup-Image /RestoreHealth (error 216)
- Running chkdsk

A reimage scan found 3 malicious files:

1. c:/windows/system32/windowspowershell/v1.0/powershell.exe --- HEUR/AGEN.1111825
2. c:\programdata\unblockplugin\wihoumohhufu.exe --- HEUR/AGEN.1038489
3. c:\program files (x86)\winrar\winrar.exe --- TR.Sinowal.CV.1

Google identifies these files as Trojan malware. Are they causing the bad image problem? If so, how do I get rid of them? What else can I try? Thanks in advance.
