Windows 10: Can't get rid of Cloudflare or Imperva

Split from this thread. I can't get rid of Cloudflare or Imperva both of which I never installed. I can't get into any of my accounts to pay bills online. I want them GONE! How do you get rid of these obnoxious 'security' programs that are unwanted? I've tried to contact each place directly, but I'm not able to - they won't open!!
