Windows 10: Cant get rockstar tto send verication email

Its tthe right password ive reseted it too but when it supposed to send verify email it says that they are unvailible now

I have a issue with the Rockstar social club verification email, I have my account set up with Outlook, When it trys to send it to outlook it wont come trough and when I try to send another it says you have to wait before we send another, I left it for a
week and sent another and out look seems to not be co-operating with me, Please help me.

I would like to send an Email to a certain website; however, when I click on the link "email editor", I get a blue screen with the message "Choose which account to send the email from." At this point, I don't know how to proceed. Can someone tell me what the next step is?
