Windows 10: Can't install Directx9 june 2010

I have been trying to reinstall directx after doing an in place reset I think that's what it's called. Anyway I keep running into this same error while installing either the june 2010 or the web directx installers. I have updated all drivers, downgraded drivers reinstalled them and every other suggestion I have managed to find. I may be blind and missing something simple and obvious so please help. running win 11 pro n build 22631.2191 following is from the logs from last try.08/17/23 11:34:21: dxupdate: CheckDependency: no dependency. 08/17/23 11:34:21: dxupdate: DirectXUpdateGetSetup

DirectX9 CreateDeviceEx fails with D3DERR_NOTAVAILABLE

Thanks for the suggestion .. but I am restricted to DirectX9 for now, Legacy support reasons.

if after applied the tool : You notice the PC has version 8x or 9x

and the message says the. Game requires - direct x June 2010 -

Try to downloaded using this. Microsoft link .. Don't pay attention

if you see in the - Download window - the Ad of << Surface Devices >

Scroll down to : The download button
