Windows 10: Can't Install KB4528760 (error 0x80073712) ; DISM error 0x800f081f; Windows 10 Pro Ver. 1909

Title pretty much says everything; here's what I've got so far:

• DISM pops up with the above error; I'd use an iso file to fix it but... I'm on 1909 and the iso the MCT creates is for 1903. I know there are things that are related between 1903 to 1909, but I'm iffy on using an iso for an older version to fix this. Please let me know if I can do so safely.
• sfc brings up nothing.
• chkdsk brings up nothing.
• Manually downloading the update and trying to install fails.
• I have three drives- an active 1TB drive that my Windows is installed on (699 GB free of 930), a 3TB drive I have games and related files stored on (1.37 TB free of 2.72), and an unformatted 500GB NVMe SSD that I've planned on using as a boot drive (the idea of potentially losing access to my files on my old install or something screwing up while transferring keeps me from doing so)
• This Windows 10 was upgraded from Windows 7 back around when the free upgrade period started. This Windows has been through a lot, so it's bound that there were some issues.

Given that getting this update installed is best done sooner rather than later, time is of the essence. Please keep in mind that, due to the fact that I'd need to do a LOT of reinstalling and risk losing a LOT of files, an in-place upgrade is the ABSOLUTE LAST RESORT.

i was installing updates in win 10. I got error Error code: (0x80073712). to solve this I sed cmd dism commands. then got the error mentioned in subject line.

I've fixed this "Error: 0x800f081f" affecting a PC with Window 10 Pro-32 by running

Only the Windows 10 ISO downloaded from Techbench and mounted in E: with Daemon Tools worked. Other ISO downloaded with Windows 10 media-creation-tool did not work at all, returning the same error 0x800f081f, even when converted from the embedded ESD format to WIM, using NTlite, and mounted using either Daemon Tools or DISM GUI.

Also all other attempts to fix the error from Windows Update Live had not worked before, always returning same error 0x800f081f, i.e. by using:

If you receive Windows Update error 0x800f081f, it means that Windows Update cannot determine the cryptographic service provider, or a file that Windows Update requires (named catalog store) is corrupted.
To resolve this problem, follow these steps:
Step 1: Use System File Checker to repair damaged Windows files
Use the System File Checker tool to repair damaged Windows files, and then run Windows Update again. To do this, follow these steps:

• Open an elevated command prompt.
• Run the following command:
  sfc /scannow
• Try to install update again.

Step 2: Run the DISM tool
If the problem continues, use the Deployment Image Servicing and Management (DISM) tool to fix Windows corruption errors. To do this, follow these steps:

Important When you use the /online option, DISM uses Windows Update to provide the files that are required to fix corruptions. Instead, use a running Windows installation as the repair source, or use a Windows side-by-side folder from a network share or from a removable media, such as the Windows DVD, as the source of the files. To do this, run the following command instead:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:\RepairSource\Windows /LimitAccess
