Windows 10: Can't install older versions of 10 on new laptops

Went to reinstall windows on a new 10th gen intel laptop with a 1909 installer created with media creation tool, but the installer couldnt see the drive. Only a 2004 installer can actually see the nvme. Along the same lines, I was trying to clone a windows 10 install to a brand new 11th gen intel laptop and have been unable to boot to it. It goes to recovery and if you cmd > diskpart > list disk it shows no available disks. Is anyone aware of an nvme driver I can force install into the cloned drive so it can boot?

New laptop and older external hard drive

The laptop doesn't easily "see" the drive.. when I am in Devices and Printers... the icon for the ext HD will appear for just a few seconds.. if I rightclick on it quickly, it'll show the popup for hardware but doesn't have the info for it... does correctly
refer to it as "USB 2.0 CD + HDD".

I tried your list of steps, but , the HD does NOT ever show in the Disk Management list.

I do have an older Dell that I need to see if it will recognize the HD. I'll try that next.

Swapping to an older version of windows

Is there still an official way to drop back to an older version of windows, I honestly don't mind using a 3rd party way. If possible, can you list step by step instructions or a link to an easy to use website. Thanks.
