Windows 10: Can't install Version 23H2 for x64-based Systems KB5032190

Surface Pro 6Error occurs during installation and computer restarts.The update keeps as pending and computer retries to install it every once in a while, always with the same error during installation.Had the same error with 22H2, the solution was to manually reinstall W11 23, however as the 23H2 update appeared the problem as well.How can I surpass this error? Is it some incapability with the Surface Pro 6?

Any HEIC format support changes in 2023-11 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5032190) or KB5030509?

When copying files from my iPhone running iOS 17.1.1 to my Windows 11 Pro Surface Pro they used to be copied as JPEG files until yesterday.

The only updates that were installed on Windows yesterday are

i) "2023-11 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5032190)"

ii) Windows Configuration Update (KB5030509)

On my iPhone, all photos since 2018 show as being in HEIC format. So did Windows silently convert HEIC files to JPEG before these (KB5032190 or KB5030509) updates and has now stopped doing that?

The build number 22631.2506 implies the device has been upgraded to 23H2 already.
