Windows 10: Can't install VS2008 on W10 X64 1607

Hmmm

I just tried to install VS2008 Express Edition (well actually just the Visual C# part) on my system.

The install claimed it worked fine, but nothing was added to the start menu in the "Microsoft Visual Studio 2008" folder apart from the remote debugger.

I've looked in C:\Program Files (x86)\Microsoft Visual Studio 9.0 and cannot find anything there that looks like a executable to start Visual C#

Downloading cumulative update for Windows 10

Can't install cumulative update for W10 version 1607 for x64-based systems (KB4019472). Downloads successfully, but won't complete installation; error message 0x80070017. Has refused to install automatically many times over past few weeks. Also won't install
manually.

 

Unable to update W10 v. 1709

After selecting 'no' next screen read 'Download the most recent Servicing Stack Update(SSU).

Determine if 32 or 64 bit Windows. according to the read out I have Windows 10 Pro, 64 bit os x64 based pocessor.

Next direction was to download the version of the latest SSU(KB4090914) that matches my version from the Microsoft Update Catalog.

There were only 4 choices. All were for Windows 10 v. 1709. The closest match I could find was '2018-02 Update for W 10 v. 1709 for x64 based systems (KB4090914).

Even though I have v. 1607 I clicked on it anyway and I got a message from Windows Update Stand Alone Installer, Update is not applicable to your computer."

checking my update history reads as follows:

Feature update to W10 v.1709 failed to install 3/2/18

Same message for 3/1/18

Update for W10 v. 1607 for x64 systems (KB4023814) successfully installed 3/1/18

Update for W10 v. 1607 for x64 (KB4023057) successful 2/26/18

Update KB(4023814) successful 2/16/18

2018-01 Cummulative Update W10 v. 1607 KB(4057142) failed 2/16/18 (13 times).

Every time I go to my computer all I get is the glaring message that update 1709 failed.

If the computer can't be fixed I'll just keep using it until it doesn't respond anymore but I need to stop the messages. They are becoming annoying.
