Windows 10: Can't install WinRar on Windows 10

The other night I reset my PC, making sure to keep all my files and just delete programs. My PC was running slowly so I figured I might as well reset. It'd be a good way to get rid of unwanted programs quickly as well.

Now I can't install WinRar. Windows tells me that the program was blocked by an administrator. I am the administrator.

Anybody have any idea how to fix this?

Edit: No screenshot since Windows won't let me screenshot the popup.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
