Windows 10: Can't interact with Windows programs and Win 11 unless I restart explorer.exe

Hi!For some reason I'm unable to click on microsoft apps and taskbar with my mouse. I can use my keyboard to interact with them but, nothing with my mouse. When I open a file all I can do is move the window around but I can't click on anything in the window. I can only access the features using my keyboard.when I restart explorer.exe from tast manager it gets fixed but after some time I cant interact with them again.

Internet Explorer won't start

Since the issue persists, we suggest that you rebuild the Internet Explorer 11 by turning it off and on from the Windows features. To do this, follow the steps below:

• In the search box, type Program and Features and press
  Enter.
• On the left pane of Program and Features window, click
  Turn Windows features on or off.
• Untick the check box for Internet Explorer
  11 and click OK.
• Once done, restart your computer for the changes to take effect.
• After restarting, re-do the steps above except for the step 3 which you need to tick the check box for
  Internet Explorer 11 and click OK.
• Restart your computer once more and check if the issue persists.

Let us know if you can now launch the Internet Explorer 11.

 

Internet Explorer 11 stopped working on Windows 10

Internet Explorer sometimes needs reset. To restore the browser to its clean state, you need to uninstall and reinstall it. To disable it, follow the steps below:

• Press Windows + X.

• Click Control Panel.
• Click Programs.
• Click Programs and Features.
• Click Turn Windows Features on or off.
• In the Windows features window, uncheck the Internet Explorer
  program.
• Restart your PC to save changes.
• Repeat step 1 to step 5.
• In the Windows features window, check the Internet Explorer
  program.
• Wait for the installation to finish.
• Restart your PC again.

If you can launch Internet Explorer now, reset it from the app option itself. To reset it, visit this link to

Wait, but have you done the whole step-by-step guide described in the OP? DDL/DTS isn't supported natively by Windows 8/8.1 either, unless if you do the steps listed there.
