Windows 10: cant just download something onto the root of my c drive

to download something I have to make a new folder I cant just download it on the root of my c drive when i do try to download it to my c drive root it says " a required privilege is not held by the client" could someone please help

User folders in root C: drive

In my new Windows 10, these folders were generated:

• Intel
• PerfLogs
• Program Files
• Program Files (x86)
• Users
• Windows

Is there a policy of users generating new folders in this root C: drive?

On my old W7 PC I had several folders in C:, providing a shorter path for applications.

E.g. Is there an advantage when new Windows software is installed?

 

Downloads are going to root of D drive

We were trying to move the location of my downloads folder from its original place in C drive, but accidentally failed to create a download folder for the D drive before changing the location, causing it to be connected to the root of the D drive.

We've restored the original location of the download folder to C drive, and we've confirmed the registry keys are %USERPROFILE%\Downloads.

We're trying to move the download folder back to the original location in C drive, currently.

 

My C:\files at drive root

My C: drive is showing 202gb used out of 207gb. 145gb of this is C: \ files at drive root. Can I reduce this. A lot of this seems to be pagefile.sys. and swapfile.sys.
