Windows 10: Can't launch Media Creation Tool

I have upgraded from Win 10 to Win 11 but decided to do a clean reinstall because the Microsoft services are not working properly Windows Update, Defender and Store fail to connect to the internet and I have failed to find a solution. However, I can't launch the media creation tool, either, because I get the error 0x80072F8F - 0x20000. I have already followed the advice from here https://answers.microsoft.com/en-us/windows/forum/all/media-creation-tool-error-code-0x80072f8f-0x20000/4f8bbe1c-b5af-4cc9-958e-c6c8f3f0b524 and it didn't help.
