Windows 10: Can’t log into windows

I am not able to log into my windows account, I needed to clean up some GPU drivers so I booted into safe mode to prepare for that. When going to sign in my computer tells me I need and app to sign into my windows account. Because I am in safe mode I do not have to the internet and the sign in app that microsoft usesseems to be disabled in safe mode not allowing me to sign into my computer. windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
