Windows 10: Can’t login after windows 11 factory reset

I system reseted and deleted everything on my hp laptop. When it finished I couldn’t log in because there was a message that said “pin is no longer available due to a change on the security settings on this device.” under the message there was a set up my pin button, I clicked it and it brang me to a black screen with a message saying “the user profile service failed the sign in. User profile cannot be loaded.” Any fixes?

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it
