Windows 10: Can't open my USB's file only in Windows

I'm currently using the latest version of the Windows 11 Beta channel. The files opened well when I used them previously. But now whenever when I try to open the files it says it can't open the file like in the photo below. I know these files aren't corrupted because they open well on my phone.

• Under General, next to “Open File Explorer to:” choose “This PC.”

opening .dds files with gimp

Simply, HOW? I got the DDS plugin but the POS wont open DDS files still. Can someone give me a step-by-step rundown of how to install the DDS plugin for gimp so I know if I'm missing something?

 

Installing windows off of a USB stick

Step By Step from vista:
From admin cmd prompt

1. diskpart
1a. list disk
2. select disk 1 (replace 1 with your usb drive)
3. clean
4. create partition primary
5. select partition 1 (replace 1 with your usb drive)
6. active
7. format fs=fat32
8. assign
9. exit

Copy Windows Vista's DVD ROM content to the Flash Drive

xcopy d:\*.* /s/e/f e:\ (d being your vista cd and e being your usb stick)

And that's it, boot off your usb disk
