Windows 10: Can't Open Settings after 1903 Update: Windows 10 Professional

Earlier in June I had taken the 1903 system settings update, only for it to break my gadgets, inability to get updates and not able to open up the settings options. I rolled back without any issues.

Now comes the "mandatory update" this last week, I am experiencing the same exact issues, and am pretty much squaring my computer away for a restart and backing up all my files. Is there a noted fix or solution coming along the way to address this now that we've been forced to take this update?

What I tried:

-'Get-AppxPackage' solution - "error 0x80070490: Unable to update the status for package windows.immersivecontrolpanel...."

- The SFC Scan - It did the scan and showed no errors

- Tried to make a new account - Clicking on "Add Account" does nothing

-

As a reminder:

-I cannot get into the main system settings. I can click on Control Panel on certain apps with limited success

- Start + I does nothing

- I can get into the boot menu to reinstall, rollback update, etc.

-Repair startup has no errors and does nothing.

-I also cannot get into the app store.



So at this point, I don't see any other solution unless I'm missing something.

• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Hi :

How can I download windows 10 Professional version 1903?

What is proper procedure of downloading full version of 1903 for fresh install on my desktop and Laptop?

Currently I am running window 10 Professional 1809 517

Both desktop i7 16mb RAM and 3TB HD plenty of space for everything

Laptop I5 8MB RAM and 1TB HD plety of space.

I look at the download catalaog and Win10 Professional 1903 is available with strange instructions, but no where I can find step by step instructions on downloading and installing win10 1903.
