Windows 10: Cant open the actioncenter on Windows 11"You'll need a new app to open ms-actioncenter link"

I recently installed 2022-07 Cumulative Update for Windows 11 for arm64-based Systems KB5015882, and 2022-07 Cumulative Update Preview for .NET Framework 3.5 and 4.8 for Windows 11 for ARM64 KB5015732. After the intallation I couldnt interact with my sound/wifi/battery settings in the taskbar. When I would click on it I would get this.Not really sure what to do. I've tried troubleshooters and the generic fixes like /sfc scannow and restarting but its not resolving itself and now I need some actual help. There was a similar question by zty3 back in Oct 2021 but I tried following the convo a

Action Center on Windows 11 won't opened.

Thank you for the answer, I mean like internet, volume, and battery button and also notification. I can't open them, and it says like "ms actioncenter can't opened" and it goes to open microsoft store automatically for nothing
