Windows 10: Cant open Video playback settings

I have problems related to playing videos on YouTube or other videos on other sites.The screen blink black 1-2 times, then play the related video fine for the rest of the session.Windowslogo/settings/apps/If I try to open "Video Playback" it open for 1 sec, then shuts down the Settings page and return to desktop.I guess this is related to the playback problems I have, but I dont know why.Thanks for any help

Please run the Video Playback troubleshooter and see if the issue will persist. To run the troubleshooter, please follow the steps below:

1. Press the Windows and I keys to open Settings.
2. Click on Update & Security.
3. Click on Troubleshoot.
4. Under Find and fix other problems, look for Video Playback
   and click on it.
5. Click Run the troubleshooter.

• Click on View all in the left pane.
• Click onWindows Media Player DVD and follow the onscreen instructions.
• Follow the same to Windows Media Player Settings as well.

Step 2: I suggest you to install the pending updates on your device and check if it helps.

Steps:

• Connect to the internet.
• Press Windows key and type
  updates.
• Click on Check for updates.

• Does this happens with all other videos as well?

I suggest you to run the Video Playback
Troubleshooter. Follow these steps to run
Video Playback troubleshooter:

• Type troubleshooting in the search bar and select it.
• Select View all on the top left corner.
• Click Video Playback
  troubleshooter.
• Follow the on-screen instructions to run the troubleshooter.
• Check if issue persists.

Step 2: Also, I suggest you to update your graphic card drivers.

I suggest you to update graphic drivers and check if it helps. Follow the steps given below.

  Press Windows key + X key and click on
