Windows 10: Can't play DVD - TV ouy function error

I attempted to use the internal DVD player for the first time. I'm using Power Media Player. I receive the error message concerning the TV out function. "The TV out port for your display card is not working properly." How do I remove the source of the error?

Stream a DVD from PC to Smart TV

We have Media Streaming enabled to the Samsung Smart TV in Advanced Sharing options. The problem is that neither Windows Media Player, Windows Media Center, Movies and TV app nor Windows DVD player can play a Movie DVD in the laptop DVD drive to the TV,
since it cannot be loaded into the Library List to Play to: TV.

Can anyone suggest how to make this work. I've searched everywhere on the web and am astounded it would be made so hard and unintuitive.

Especially irritating is that the Movies and TV app which is supposed to be the solution will not even show up under Autoplay for the DVD drive. Did someone forget that DVD's are still a popular way to play movies and will be until they all corrode?
