Windows 10: Can't remove File Properties

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:

 

You need permission to perform this action when removing file properties.

File properties removal error "The action cannot be completed because the file is open in COM Surrogate"

I have the same issue.

I only have Windows Defender as protection. When I select the image to remove info is when the Com Surrogate gets initiated. In fact, under Task Manager it lists COM Surrogate, and under it it lists the image file name with "Properties" at the end of the
file name. If you go back to the image and select "remove properties and personal info, in Task Manager, under COM Surrogate, and another instance of it appears noting "Remove Properties". Going back to the image, and you click "OK" to remove the properties,
in Task Manager a 3RD instance appears and states under COM Surrogate "File In Use"

So this suggests and appear that Windows IS the COM Surrogate and is keeping itself in use of the file and cannot alter the file.

I tried closing the Preview panel, I also tried directly right clicking the file without selecting it(not possible). But each time this is the error it gives. I have had it give the error and still make a copy (as thats what it does to remove the properties).
Most all other times not working.

This was posted in February. We are March. I hope this ever growing popularity of image usage can be resolved for the sake of security and help reduce some of the extreme yet horrible things we sometimes see happen due to such breaches in personal information.
