Windows 10: Can't remove "Send Sign-in Notification" from Account Security

I have a passwordless Microsoft account that I use 2-factor to authenticate with. However, my old phone died. I've been trying to get up Authenticator on my new phone, but Account Security keeps assuming I'm using my old phone. I get no notification messages to my new phone, and when I try to remove the app, I just get this message. This seems like something I need Microsoft support for, but I can't find official support anywhere in account security. So I'm hoping someone here has dealt with this before, and how to fix this problem so I can use the authenticator on my new phone.

Remove account

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

Press WIN + X keys and click Command Prompt (Admin) from the menu.

Type the following command and press Enter. Replace test with the name of your sister's account. Code:

net user test /del

To receive these security notifications just download the Microsoft Authenticator app. (Make sure you’re running the latest version available in the App Store.) Then set up your personal Microsoft account on the Microsoft Authenticator app.

You’ll automatically start receiving alerts when we detect sensitive or unusual actions on your account, such as changing your password, adding a new phone number or email addresses, or signing in from a new device or unusual location. These notifications give you a powerful tool to understand and keep control of your account.

If you receive a notification that you’re concerned about, you can quickly view your account activity and take necessary actions to protect your account. This may include changing your password or updating your security contact information.
