Can't reset clock in Windows 10

I've tried every scenario I've been able to find online to set the clock on my win 10 64 bit PC and nothing works. I've tried edits to the clock, command line commands, but the time on my win 10 system are always 28 seconds fast. This causes a real problem when my security cameras resync with the computers. I run a win 7 system and a win 10 system. The clock on the win 7 is always right on, the win 10, 28 seconds fast and I can't get the time to resync. I keep getting an error "The computer did not resync because no time data was available." When I do the "w32tm /resync" in the command prompt, is says "Sending resync command to local computer." There is no local computer. I never set up a home group with it. It isn't tied to any of my other computers of which there are 3, all running win 7 with no home group or local network ties. If I need to transfer files I use Teamviewer. Here are just a few of the methods I tried: using Administrative privileges where necessary. This is getting to be a royal pain in the butt. Just another reason I can't stand win 10. I added a win 10 PC only because I needed to learn it but as far as I'm concerned, it is nowhere near as good as win 7 and before you say it, I know windows 7 support has ended. I'll take my chances. I'm not looking for win 7 help. The problem is with the Windows 10 64 bit system.

Can you figure this mess out?

    Thanks in advance.

    Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

    • Open a new Explorer window.
    • Click View in the ribbon.
    • Click Options.
    • Under General, next to “Open File Explorer to:” choose “This PC.”
    • Click OK

NVIDIA 7600gs resets its clocks at 500MHz core?

Is this an artificial cap on the card's overclocking ability? I ask this because of the card reseting without fail on such an even number of 500MHz and no stability problem at 499MHz.

I have an PNY NVIDIA 7600gs PCI-Express, and its core refuses to go above 499MHz.

499MHz and below the card is "ATITool artifact-free", and the core temperature is 60C or below at load.
As soon as the core is pushed to 500MHz or higher, the display freezes. There are two scenarios after the display freezes:
    • After ~15 seconds, the display functions again and the card's clocks are reset to it's default clocks, and Windows needs to be restarted in order to change the card's clocks after this point.
    • Windows crashes with a bluescreen indicating the NVIDIA graphics driver caused a problem.
I'm running the latest WHQL NVIDIA drivers.
The same behavior happens when overclocking with ATITool and NVIDIA's nTune utility.
