Windows 10: Can't reset my pin on my windows 10 pc

I installed a new motherboard and processor and it prompted me to reset my pin. Guessing because of the new tpm module That would be fine and all but I no longer have access to the recovery emails since this account is quite old. I changed the email but it says I have to wait 30 days. That's ridiculous that I have to wait 30 days to be able to use my computer. I have a local account but it's not an administrator. Is there any other solution?

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

• Which build and version of Windows 10 are you using before reinstalling Windows?
• Have you tried resetting your PIN?
• Did you get any error messages after you verified the PIN you entered?

Forgotten PIN and expired password

I tried steps of both links:

• #1: reset PIN code
  
  • I see no link "reset your PIN"on login page --> I can't reset it
    
• #2: change or reset windows password
  
  • My Windows account is not displayed at all on login page.
    
  • I am using a local account
    

If you have any other suggestion, I would be more than happy to try.
